TAIPEI (TVBS News) — The Association of International Cultural and Educational Exchange Taiwan (AICEE Taiwan) announced on Wednesday (Jan. 3) that more than 80% of international students are willing to apply for new specialized classes that allow them to work in Taiwan.

The report, titled “Blue Ocean of International Enrollment Trends 2024,” surveyed more than 2,000 students from 60 countries who intend to study abroad and learn Chinese.

The top three advantages Taiwan holds for international students are high-quality education (24.75%), a safe environment (15.4%), and the opportunity to learn the Mandarin language (14.47%).

Combined with the Executive Yuan’s initiative to launch a policy this year to provide internship subsidies from the National Development Fund and private enterprises, a substantial 86% of international students expressed their interest in applying for these grants.

Upon graduation, international students wish to enter suitable industries (21.9%), find employment quickly (21.6%), and secure high employment rates (16.9%).

Additionally, 14% of survey respondents hoped their experience studying in Taiwan would give them a competitive edge in their next step of education.

If students decide to study abroad, the most important factors are scholarships (24.37%), entirely English-taught programs (17.28%), and high teaching quality (14.45%); for students wanting to learn Chinese, geographical location becomes an additional crucial aspect.

Allen Hung, the Chief Executive Officer of AICEE Taiwan, advised Taiwanese universities to not only provide essential enrollment information but also reinforce information about internships and job opportunities during studies and after graduation.

面對全球人才競爭，台灣吸引國際學生的優勢為何？台灣國際文教創新交流協會公布網路問卷調查顯示，高品質的教育、安全的環境以及學習華語的機會，會讓他們考慮來台，以往台灣常訴求「更可負擔的學費」及「地理位置便利」，較未獲受訪者重視。

台灣國際文教創新交流協會執行長洪志衛認為，「其實（國際學生）還沒有來到台灣，所以對於這個台灣的地理環境是比較陌生的。」

台師大國際長劉以德則表示，「可負擔的學費或許不占很大比重，可是相對來講他們付出的學費，對比他們受到的教育的品質，相對來講是CP值非常高的。」

有意出國攻讀學位的受訪者，最看重大學是否具備獎助學金、全英課程和優良教學品質。被問及行政院將在今（2024）年啟動新型專班，由國發基金提供最多2年的「產學獎助金」和企業提供生活與實習津貼，高達86%的國際學生表達申請意願。

清大全球長嚴大任指出，「他（國際學生）不用繳學費，然後每個月又有拿錢，如果這樣我覺得他們會想來，這些學生來也是業界他們想要的。」

新型專班會是招生誘因，也因政策規定，參與者得留台工作2年，對留才應有所幫助，至於畢業後的規劃與期待，國際學生最希望能進入合適產業。

洪志衛對此表示，「積極的去整合一些畢業之後的就業機會，我相信對於留下這些優秀的外國學生來講是相當有幫助的。」

協會指出，台灣的學校有蠻好的條件，如何把資訊更有效的讓海外學生知道，並且更積極整合海外學生感興趣的就業機會，及早讓他們知道，對吸引他們來或留下來是很大幫助。

A survey of international students released on Tuesday showed that 86 percent are willing to stay in Taiwan to work under a new government policy this year to entice graduates into seeking employment in Taiwan.

The Association of International Cultural and Educational Exchange Taiwan in a news release announced the results of its annual online survey of students attending the Blue Ocean Education Exhibition.

This year, it collected 2,175 valid responses between January and Dec. 20 last year for its 2024 International Enrollment Blue Ocean Trend Report.

Quality education was Taiwan’s top draw for most respondents at 24.75 percent, followed by a safe educational environment (15.4 percent) and opportunities to learn Chinese (14.47 percent).

The benefits of Taiwan’s affordable tuition fees and convenient geographical location were not cited as often at 10.4 percent and 4.49 percent respectively, despite being promoted as major selling points, the association said.

In September last year, the Cabinet approved a plan to encourage international students to stay by offering scholarships, help securing residency and new industry-academia joint programs.

The government aims to attract 320,000 international students to study in Taiwan by 2030, 210,000 of whom would stay after graduation for employment, boosting the ratio to 70 percent from 40 to 50 percent, the Ministry of Education said.

Asked about the program, 86 percent of survey respondents said they were willing to apply.

About 24 percent said they most value scholarship opportunities at their prospective university, followed by English course offerings at 17.28 percent and teaching quality at 14.45 percent.

As for hopes following graduation, 21.9 percent prioritized entering a suitable field, while 21.6 percent wanted to quickly find work.

The survey shows that students expect studying abroad to help with their career development, association chief executive officer Allen Hung (洪志衛) said.

Hung recommended that universities and language centers provide more admissions information, as well as guidance on finding internships and employment after graduation to attract more international students.

台灣國際文教創新交流協會今天發布新聞稿指出，COVID-19（2019冠狀病毒疾病）退場後，國際交流恢復，各國紛紛推出獎勵政策，爭取優秀國際人才；為瞭解國際學生留學規劃，協會於去年1月至12月20日期間，針對參與藍海教育展的海外國際學生進行網路問卷調查，共回收2175份有效樣本。

根據台灣國際文教創新交流協會「2024國際招生藍海趨勢報告」顯示，國際學生考慮來台留學的原因，以高品質教育居首（24.75%），其次是安全求學環境（15.4%）、可學習華語（14.47%）；31%國際生需要獎學金資訊，17%需要課程、學費等資訊，15%需要實習和工讀機會。

調查指出，有意出國攻讀學位的受訪者，最看重大學是否具備「獎助學金」（24.37%）、「全英課程」（17.28%）、「優良教學品質」（14.45%）；想學習華語的國際生，則看重「獎助學金」（23.25%）、「優良教學品質」（15.95%）、學校地理位置（10.6%）。

行政院去年通過「促進國際生來台及留台實施計畫」，將由國內大學及企業共同推動新型專班，並由國發基金提供「產學獎助金」、企業提供「生活/實習津貼」，擴大吸引優秀國際生來台就讀與留台工作。

調查也發現，高達86%國際學生有意願就讀新型專班，畢業後留在台灣工作；至於留學畢業後的期待，國際學生最希望「進入合適產業」（21.9%）、「快速就業」（21.6%）、「高就業率」（16.9%）。

中正大學國際事務長許華孚表示，最近政府推行STEM與半導體新型專班，希望更多境外生能藉由政府與企業獎學金的補助來台就學並進入產業鏈，提升台灣產業實力，各校應持續積極推動境外招生，厚植外籍科技人才留台。

台灣國際文教創新交流協會執行長洪志衛提到，國際學生多期待留學畢業後能有良好的職場發展，建議台灣的大學校院與華語中心除了提供招生資訊，也能強化求學期間的實習及工讀資訊，與畢業後職涯輔導，對爭取國際學生就讀將有極大助益。（編輯：李亨山）1130103
